The nerve fibres grew back by themselves because they were still intact, albeit severed. But nerve regrowth is (according to the article) very slow, and does not often occur in the brain. Hence the twenty years for this recovery. He had almost certainly been recovering since his accident, but it took this long for the effects to be seen due to the reasons above.
