I believe there's an similarity (superficial and crude of course but IMO somewhat valid) between what happens in Brazil and what happens in Lebanon. In Brazil the organized crime oppress AND helps poor people (substituting many state's functions) and everytime the police strikes heavily these poor and innocent people suffer from state's violence, on and on and on again. But the criminals are the ones in direct contact with those people in the day to day reality, living amongst them. It's easy for that people to think that their real enemy is the government (only present in crime repression operations), not the drug dealers.
I think the lebanese people are by now so drenched in hatred after seeing bombs falling everywhere due to Israel disproportional reaction that they can only think in short term and about revenge. On 8/15/06, Stephen the Cook <[EMAIL PROTECTED]> wrote:

As the people rebuild their infrastructure and it will take a long time in a cash strapped country. Lebanon's only real leader was tourism for a gain in their GNP. So as the people suffer over the next few years Israel is hoping that they realize that it's Hezbollah's fault for hiding in the infrastructure.
