Had the same problem in a new install of VFP9. When you first open VFP, go to the "debug" page of the options screen. Change the Environment to 'Debug Frame' Click save as default. Then open the debugger and right click in the frame and turn on the menu. Select Window and Restore default from the menu and things should look the way you remember.
I had to do it when first going into VFP. I wasn't able to do it after working in the IDE for a while.
