Ah, the old "keep repeating the lie until it becomes the truth"!
Nobody voted for the war: not Democrats, not Republicans. They voted
to authorize the President to use military force if Saddam had
refused to cooperate with UN investigations into WMD programs. It
required a declaration by the President that Saddam was not in
compliance in order to invade, and President Bush did indeed sign
such a declaration, even though there was nobody else in the world
who agreed with that assessment. He also explicitly tied the invasion
of Iraq to the 9/11 attacks in that declaration.
He also deliberately withheld intelligence that contradicted the
need for military action from Congress; even those on the Senate
Intelligence committee didn't get to see all the evidence. So even if
the members of Congress thought that they were "voting for war", as
you put it, they were doing so under false pretenses.
