I don't envy you.  A picture is worth a thousand words and that applies to each 
viewer.  Relevance is based on cultural, political, sexual, and a host of other 
empiricals.

I do have two suggestions, however.

First, have a look at Getty Images and Corbis.  Get an idea of how they catalog 
their content.

Second, in addition to using the 5-Ws (who what when where how) have a method 
for the user to add "keys." There will be things you never imagined.
