Well, yes, but the OS and the disk drive subsystem still cache the file (in this case, 150k worth). So, it's all still an approximation. I think the point is that for small files like this, most languages are fast enough. And since we're likely to be performing a database-related activity, the processing time and time updating the data (output I/O) is likely to overshadow the throughput of the input phase.
