Objective by whose standards? And who watches the watchmen?

Advertisers make their money figuring out how to game the system.
There's an entire industry of SEO ("Search Engine Optimization")
specialists whose sole purpose is to work out the optimal way to
increase search visibility. There are legitimate methods (better
structured pages and good use of keywords) and not so much (setting up
farms of fake blogs - splogs - whose links back into a target site
give it false credibility and page rank.)
