A report w/3 tables can be very complex depending on the user requirements.  
i'd recommend the user put together a requirement doc for the report(s) and 
provide a statement of what each report should accomplish along with a 
comprehensive mock up of what each report should look like.

The user created requrements doc will go a long way in shortening the report 
developer's time and expense.

This user would not want to spend a lot of money. They only need some simple 
reports and probably would not access more
than 3 tables in the report.
