Blat is a smtp client: It initiates a client connection to an smtp server, and the smtp server in turn acts as a client to relay it to x number of smtp servers until the mail ends up in a message store that the recipient can log into (with POP3 or IMAP, for example) and retrieve their mail from. Your ISP has a smtp server you can doubtless use, however they may have silly rules in place that keep Blat from being able to do its thing, or they may be unreliable, which is why some of us have found the need, and seen the benefit, of either setting up our own smtp server, or using a smtp server provided by e.g. Google.
