Wait - "Japan been repeatedly suing for peace"? Not what "they" taught 
us in our 50s - 60s civics classes! Oh, Hoover's book has only recently 
been published after years existing only in manuscript.

Hoover died before publishing it, and his family decided to sit on it 
for 48 years. Well, excerpts in the link.
