You say you want to see both, so issue a "set filter to " then the
filter is cleared, so all data is available. Then you say "issuing goes
to the first record that is inactive" - well don't know what you mean by
"issuing". All data is available at that point but you seem to be
implying that it should issue from active only. That sounds like a
problem with the issuing software not the filter.
