Joe,

I ran across a similar problem on a system recently. I deleted two registry 
keys the rebooted and things rebuilt themselves. I then installed the "Internet 
Protocol (TCP/IP)" and restarted. 

HKLM\System\CurrentControlSet\Services\Winsock
 HKLM\System\CurrentControlSet\Services\Winsock2

Network, Properties, Install, Have Disk, C:\Windows\inf
