The other two are the runtime engine for the 9.x report engine. If you use the 
XFRX previewer class or use REPORTENGINE 90 in your application , it makes use 
of those. So the short answer is you should distribute all 3 together and not 
delete them.

The reportbuilder.app is used with modifying a report. The other two are used 
in output. I don't know if xfrx will use them.
