I have to say this must be a new thing, not that I buy a whole lot of
software these days ... it seems to be a service whereby if you lose
your downloaded software then they will replace it FOC, otherwise you
have to re-buy it. I assume this is for cases where you didn't take a
backup copy of the installer file you downloaded and you didn't keep it
safe.

So I would assume that this is an optional thing and that if you
download and opt out of this charge, and make sure to have multiple
copies of the installer in case of disaster, then you're fine.

If it's *not* optional then it's a scam.
