Maybe he should buy laptops so he can take them with him when he leaves the office :). Yes, hosting a machine "somewhere else," whether it's an ISP or his home or your office, likely would solve the security problem. If you're just running a VFP app that runs locally on the remote machine and you're just sharing screens via RDP or VNC, performance should be acceptable.
