If in doubt, reboot. Is he using a local email client like Outlook Express? If so, set up a new account and see if that works. Also there is a check box to include an account when accessing an email system.
I doubt that the ISP has suddenly started blocking port 110 or 25. These ports are defined to be used by everyone for special programs like email. Some ISPs use other port numbers for emails.
