I had to install soap manually on both win 7 and again on 8. It is not
installed it seems probably to do with UAC. At least one program had to be
installed using run as administrator as does regsvr32 when registering ocx's
or dll's
One thing 8 seems to have done is resolve the menu problem I had in 7. They
seems to appear properly now.

It should, however, I've not been able to install VFP in the past.
Installing the SOAP toolkit allowed me to get past the prerequisites.

This happened when I was using Vista. I don't recall having the problem when
I installed into the new Windows 7 VM.
