Michael,

You are on Vista, 7, or 8, and running with User Access Control (UAC)
enabled.
Microsoft added a new feature in Vista to prevent files from being written
or changed in protected folders. Program Files and Program Files (x86) are
part of these protected areas. 
They are saved per user. If you had logged in to the Windows OS with a
different username. Those files would not have been available to you.
