It can run Debian and other Linux distros, I wouldn't call it a toy. No,it doesn't have a case to keep costs down, it's just a PCB. Most people would buy it with a powered USB hub, mini keyboard and mouse and a case. So you'd be spending well under 100 euro/dollars/pounds for a usable Linux box.
