As others have commented, this is really a political problem, not a technical one. And the root is at your client's customer, whom you have no influence over.

Here's a suggestion:

Write a specification for the Excel spreadsheet that your program can handle without a hitch. Make sure your program checks for valid form and rejects spreadsheets in the wrong format.

Then propose to your client that he designate one of HIS employees to check the spreadsheet each month and if necessary convert it into the correct format. His/her time will be cheaper than yours, it will be under your client's control (relieving frustration), and if there are problems they can resolve it without you being in the middle.
