I did a project for hoovers in Austin way back in the 80's, or 90's

They had a fax board on their server.
We simply passed a string to it and it dialed for them.

Don't remember having it go silent as the project was faxing, but it should
be pretty easy to do it with a fax modem and disable the fax portion via its
command options.
Basically just use it as a dialer

About 10-15 years ago, I developed an App to link my computer to the phone
line and identify callers.
i.e. caller ID gave me the caller and I would then check that number against
my accounting software, AND/OR, a 2nd table, to tell me who was calling.
At this stage I've recorded some 150,000 incoming phone calls.

At the time I developed this App, I also had a reply button, but I gave up
on it.
I had 10 WAV files (0 to 9)
I would lift the receiver and hit the phone number, which would play the
relevant phone number digits.
I used an internal modem.
It worked, but not "sweetly" enough so I removed the Reply button
