The final answer I got was that I could still download keys I had
requested when the subscription was active (but had maybe forgotten) but
not any that had never been requested - and that there was in fact no
way ms could generate them!

ms are not always helpful - a while ago I needed an activation code for an OS
version I could have obtained from an msdn subscription but hadn't bothered.
The subscription had lapsed and no way could I get the code.
