Hi Tracy
In this case the help file is an updated one after the install. It has
another name to the original as its not complete. So it is downloaded and
probably required an unblock. Problem is on one user unblock is not
available. Not to mention citrix servers yet. I have already done this with
another client and unblock worked.

I use CHM without problems. 
For network installs, I have a loader program that copies the EXE and CHM to
a local directory. On Vista/7/8 this ends up being the
C:\ProgramData\{myapp} folder.

The help file is easy to locate with
SET HELP TO (ADDBS(JUSTPATH(_VFP.ServerName)) + "{help file}.CHM")

My installs are built with INNO and Digitally signed. The executable files
are also digitally signed. 
I do *not* digitally sign the CHM.
