Is it really mysterious? It's either the staff, others with access to the
office (cleaning crew, delivery people, random strangers walking in off the
streets) or wildlife.

1) Epoxy.
1.5) Sound an alarm (http://bit.ly/1k61ccu)
2) Memo to all staff that removing USB devices constitutes theft and will
result in immediate termination. Improve morale by offering a reward.
3) Naughty: Strip searches.
4) Nice: Give them all early XMas bonuses of keyboards, mice and readers
for personal home use.

Ho, ho, ho.
