Sounds pretty difficult with the old report writer as that will tend to expand the field onto a new page if it can. You might be able to do something by creating a dummy grouping and in the group definition you can specify "Start group on new page when less than " xxx and you can put a dimension in. If you make this the maximum height of your band it may work but not tried it myself.
