Why not upload it to something Zazzle - or anthor similar service - even Staples or FedEx/Kinkos - and have Them print a large copy of it for you?

GIMP will allow me to view it, but when you attempt to zoom in and
read the land owners name, it gets too blurry
I downloaded the JP2 and can view it using Preview on my Macbook.
Unfortunately the original scan resolution isn't great enough to zoom way
in, however I can (barely) read in the box to the left of the "K" in "Kimble
County":
