They should make countries responsible and if they don't do anything cut
them off

I'm not sure that the challenge is that significant. But worst of all is the
lack of motivation to do anything about it.  All the nigerian scams and all
the excuses about 'we can't do anything about it' and a TV show traps one
with breath-taking ease.
