Nigerias second largest industry (after oil) is internet scams.  The problem
is a bit more than a few maggots preying on the gullible. Not that that is
any excuse for the lamentable non-action by the worlds law enforcement
agencies.

I'm not sure that the challenge is that significant. But worst of all is the
lack of motivation to do anything about it.  All the nigerian scams and all
the excuses about 'we can't do anything about it' and a TV show traps one
with breath-taking ease.
