I remember vaguely that Oracle have a funny Oracle DB Integrator which needs to be installed in Oracle for ODBC to work, so maybe that is what they are on about. Perhaps what they meant is that they haven't purchased the rights to distribute the Integrator along with their products.
There are a few ODBC connectors around that you can freely download or purchase depending on their status but I have used the Microsoft one which I believe has been superseded by the newer V3 product: http://www.oracle.com/technetwork/products/rdb/index-089321.html All the "standard" (if there is such a thing) Oracle DB's I have come across have been accessible via the ODBC driver but I'm going back a couple of years since I used Oracle. Sorry I can't be more helpful, but I think it's a "try it and see" situation.
