Turns out, I was right. I'm crossing my fingers that I'll be able to use this 32-bit install of Windows 8.1 to download the 64-bit ISO from Microsoft.
What a waste of time - what reason not to just provide the ISO for people to download directly? It doesn't need to be either/or, make 3 choices:
