Like Tracy and others - I was also curious - figuring that it was a mistake - that Wes must be referring to a Win8 Tablet.

But - nope - Wes said his client bought a Win7. So - I got really curious - and did a search on Amazon - and turned up a WHOLE Bunch:

The exe and the data (small dataset) will reside on the pad. Any suggestions? Cautions? Wes Wilson, President

Wes,

What device are you talking about?
Do you have a link to it?

As for Windows 8 tablets. There have been two flavors.
Windows 8 RT and Windows 8.
The Windows 8 RT doesn't have a desktop. If this device you are talking
about has a desktop and notepad that opens in a window, yes. Otherwise, you
need to look for a new device.
