That has been my experience as well.
This is why I'm such a big fan of mentoring and a hand up when doors are
closed that should not be closed

That promise (Moving into Dev) was made to a couple of people I know and
never came off.  Once you are in support it's like Hotel California - you
can never leave...
Still, it's better than nothing but definitely keep looking.
