Have you considered going the other way: convert the FoxPro data into
PDF-compatible format and generating a PDF with the data merged into the
form? I used PDFTK (https://www.pdflabs.com/tools/pdftk-the-pdf-toolkit/)
to merge text data (extracted from a MySQL database using PHP, but data is
data...) and generate PDF documents from this.

It's not trivial to perform, but a lot more fun than trying to get VFP data
to land accurately on a bitmap.
