It -should- maximize the form.

I have noticed a lot of users take choice 1 and with larger screens, there
is a lot of white empty space on the desktop.
Sysmetric(1) and 2 only tell me the size of the screen
How can I tell if they are using my app in maximised mode or a smaller
window ?
