In XFRX (and therefore I assume any PDF writer implementation) you can embed all fonts used, embed only the specific characters used in your text (to reduce the final file size) or don't embed fonts at all, which should give you the smallest PDF file. In the latter case the I believe PDF reader will attempt to do a substation based on general font family (i.e. if you use a san serif font but did not embed, it will substitute a san serif font when the document is displayed).
