I have rebooted and it does not change anything. It is odd because I have
built this same exe several times. Teechart7.ocx, which seems to be the com
component causing the problem has also been in the exe for years. I am
pretty sure that I have built the install on this laptop with windows 8.1 as
well. Tried reboot and regsvr32

It's a tired old saw, and I don't mean it to be smart: have you tried
turning off the computer and back on again? That will clear an old
crashed rogue file handle or instance in memory you can't otherwise

AcLayers is hooked in and ISRegSpy wont work.
