We ran into this over the weekend. There's a utility, whichone.prg, which will open your project and compile each file individually, and let you know, well, which one of the files is the problem.

Sometimes it's an overzealous anti-virus program, that's locking the EXE as you're trying to write it. Temporarily turn off the anti-virus and try again.'
