We ran into this over the weekend. There's a utility, whichone.prg,
which will open your project and compile each file individually, and
let you know, well, which one of the files is the problem.

Sometimes it's the EXE which has been flagged as read-only, so it
can't be overwritten.

Try deleting the EXE manually before compiling.

Sometimes it's an overzealous anti-virus program, that's locking the
EXE as you're trying to write it. Temporarily turn off the anti-virus
and try again.'
