This particular client wasn't using SSL at al, simply standard SMTP on port 25. 
I tried all security and port combinations offered by the ISP but non of them 
worked and TLS simply froze the machine. However on restoring back to Windows 
8.1 I could use SSL and TLS no various ports no problem so the upgrade must 
have really hosed some of the base level or kernel code. I found the comment 
that M$ had emailed people on how to resolve the "can't receive email" problem 
particularly amusing ... Joseph Heller material!

Dave,

I have had clients have problem with emailing on Windows 10 using SSL.
Switching to TLS has resolved the problem. Changing which control I use to send 
emails has helped as well.
