It really sounds like this is a question of whether they can save money by running as a peer-to-peer workgroup rather than a small server-workstation domain. Realistically, the answer is "no." You pay one way, or you pay another.
Since this is a question about whether a commercial VFP accounting package can run peer-to-peer, I'd recommend you defer the question to the vendor. Since they don't have a financial interest in the configuration, they can provide the customer with an unbiased answer, which is likely that they don't like supporting peer-to-peer configs. An inexpensive server for a small workgroup can be had for less than $1000, and if you pick the right software (Linux & SAMBA and not SBS) there's a few hours to set it up, configure, set up backups and disaster recovery plans, and they should be good for most of a decade, with regular maintenance, monitoring, log reviews and sysop support, iow a monthly support contract. IME, you can do this with Windows as well, it just typically costs the customer more, although occasionally you can luck into a local "computer guy" who's reliable, knowledgeable and reasonably priced, a trifecta.
