I wanted to take credit card payments for the FoxForward conference and 
PayPal certainly has low fees and easy setup.  It worked great in most 
cases and most of the attendees took advantage of that payment option.

PayPal charged me 3% for each transaction even though they said it would 
be 2.5% if I jumped through all of their hoops.  Which I did and it 
stayed 3%.

One day, I received a registration from a gentleman from Nigeria who 
gave one name, paid with a credit card with a name of a Foxpro 
programmer who used to live in Washington state, and communicated with 
me using a third name.  I was suspicious but the $400 was in my PayPal 
account.  I emailed this person and asked them to verify their 
information. They verified their information by providing the same 
information as the registration.  I'm still suspicious and emailed this 
gentleman asking some questions.  His answers were very abrupt, he never 
provided any Foxpro or technology hints that he was a developer, and 
asked that I UPS or FedEx a letter to him confirming his registration so 
that he could take that to the US Embassy to get an exit visa.  I told 
him that the only verification that I provided was a PDF version of the 
invoice but that I could call the US Embassy if he provided the contact 
information.  He insisted that I send him a letter confirming registration.

As a side note, each correspondence has varying qualities of English 
used.  Some were excellent.  Others were not.  This led me to believe 
that I was communicating with multiple people via email.

Anyway, we finally agreed that I would refund him his money minus the 
$50 processing fee per the original contract on registering.  I didn't 
hear from him until I received a dispute notice on the charge.  I 
provided PayPal the contract verbiage and a link to the contract showing 
what the processing fee was.  After going around and around with PayPal 
on this, they decided to refund the man his $50 plus charge me a $10 
dispute administration charge.  Wha the !?!?!  It's not worth my time to 
go after PayPal for the $10 but I was pretty livid.

I figure that this guy (one of the many I was communicating with?) was 
trying to gain access into the US and then he would have disappeared.

Basically, this guy cost me $10 plus tons of time!  No good deed ... <g>

Bottom line: I won't use PayPal again.
