What does Opera 3 run like on the server itself? (presuming you have installed the client). You can then rule out the network connection. Our 2012 server is actually a VM but is very quick when running from the server console.

slower, the application in question is Pegasus Opera 3 which I know some of you

We had some index corruption problems a few years ago and found it was always 
the RDP users with/causing the problems.  Applied some patches to the RDP 
software and all fine since then.
We run Opera 3 here plus our in house app (also VFP 9) and not a problem over 
the network or RDP.  You need to be connecting locally at a gig.
