I agree with all of your points, Ted. They want to move to something and they are not forthcoming in the entirety of the why change.
Is it to get rid of the other guy who may be a great coder as well as a great PITA? Is there a new directive within all of IT to embrace modern technology? Are they really looking for an Architect to lead the product into Angular and python type of app that they can point to?
