Try using the NOPROJECTHOOK clause when you open the project, check it in, and 
close the project.
Then open the project up and see if things work. You won't be able to check 
this class in and out
when it is in use, but projecthooks probably don't change as much as your 
project source code.

It is definitely a conflict because source code control is looking for 
exclusive access, especially
if you are doing the SCCText processing. The projecthook class library will 
always be open. This is
just another annoying issue with integrated SCC with the Project Manager.
