I tested one of these and found them to be severly lacking. The guys who were showing it admitted the system has a lot of problems. We could easily get a registration on their "bait" car, but when I took them into the hood, they couldn't read the plates on most of the hoopties. I think rfid is a more promising technology for this type application.
