Actually there is already some technology that can disable a car by disrupting the electronics. The recommended usage is to wait until the car is stopped to shut down the engine. On another note, we have used bait cars that we hope will get stolen. Once the car is moved, we are notified and cars converge on the stolen car. When the vehicle comes to a stop, the motor shuts off and the doors lock. It's called a lo-jack system and is effective, but it costs a lot too.
