The theory of gravity is that any "body" exerts a force on any other body in an amount that is related to the mass of each body and the distance between them. There are no planets without gravity. None. For example, Madigan is exerting a gravitational force on Ed Leafe, but it is such a weak gravitational force due to the distance between their two bodies that Ed is unable to measure it. He can measure the air currents which emanate from Madigan with an anemometer (set to measure high velocity, high temperature winds), however.
