For the average home user, unless you're a big gamer or have one in the 
family, or have specialist hobby needs only served by Windows software, 
there's not really any reason not to use something like Ubuntu IMO.

In the small office it's a bit more complicated - the choice of payroll 
and accounting software for Windows for the SME level is orders of 
magnitude above what is there for Linux for example. Also, things like 
integration with Exchange Server et al are not really spectacular yet 
although of course there are plenty of free Linux equivalents. Then 
again, what's to stop you getting some Terminal Server licences and 
letting folks run any Windows apps they need in TS sessions?
