Or perhaps he's just being methodical, which is how I've heard him
described. Establish the crime, and then use that as leverage to get
people to talk who might not otherwise have the motivation. Remember,
Fitzgerald had to run his investigation and construct his case in a
very hostile environment, with an All-Republican government putting
stonewall ahead of justice.
