Couple of WAG's: You didn't just copy the image straight to a CD did you? You have to use a program to write the contents of the image to the CD.
Is your CD set as the first item in the boot list? Does it ever say something like 'press any key to boot from cd'? I haven't played with Win2k3Enterprise, so I can't help much there...
