Why should they be a participant in a graduation when they ARE NOT
graduating? I'm sorry but you know ahead of time that you have not passed
the tests that the state requires.
When are we as adults going to teach our youth that rules exist and need to
be followed. Just because your 9/10 of the way there your not entitled to
the "day" that your fellow classmates who did do the work and passed the
tests achieved.
